The question of what "filler" is not so pure. Much older anime shows such as "Naruto" and "One Piece" adapted a chapter of manga after an episode of TV - against two or three as modern seasonal anime shows as "My Hero Academy". This means that the series really needs to stretch the story to fit the entire episode, with long continuous breaks, the use of limited animation, or complete anime-mountain scenes. This leads to several episodes that are considered a mixture of filler and canon.
