
Although not directly related to Palpatine's eventual resurrection, Operation: Cinderella is another key part of the Emperor's plan to ensure his legacy lives on. It also serves as an attempt to make it difficult to form a new government in place of the Empire.
Again, this is not something that was explored in The Skywalker Saga. On the contrary, it was placed in various other projects, including the Consequence trilogy by author Chuck Wendigwhich helps explain what happened between Return of the Jedi and Star Wars: Episode VII — The Force Awakens. Operation: Cinderella, in other words, is a pretty big deal, though, again, not mentioned by name in the central Star Wars movies. But what is it, exactly? 2021 article about StarWars.com broke down the specifics of the project. Basically, it was a major part of Emperor Palpatine's evil emergency plan, which he laid the groundwork for years before his unexpected death at the hands of his former apprentice. According to the website:
“In the event of the Emperor's death, a series of red-robed dreoids were to go out to certain members of the Empire and deliver his final orders. Those orders? To burnish the ideals of resistance, rebellion and defiance through planet-shattering attacks such as Palpatine's homeworld, Naboo alter the weather around the planet in order to create catastrophic storms that wreak havoc on key inhabited worlds.
Imperial Admiral Garrick Versio believed that these attacks were a "calculated campaign of fear to regain control". The idea is that, even with the Emperor gone and the second Death Star destroyed, if the Empire shows it still has enough power, the people will give up on the New Republic.
In the end, the whole exercise was disastrous, wiping out entire planets. However, she also hardened allegiances in the New Republic, with many emperors defecting.
