According to Carter, seven babies broke bones at Henrico Medical Hospital in one year. The pattern is said to have started to be noticed in 2023. At that time, Dominique HackeyThe father of twins, who are hospitalized at the facility, came forward after noticing one of his children had an "unexplained fractured tibia."
Per Hackey, a week after the birth of his twins, is said to have told his wife that she could not hold their twin son Noah. Despite this instruction, Hackey and his wife did not notice anything unusual. After all, the couple assumed the hospital's instructions were because the twins were born prematurely.
Later, Noah was informed that the couple had been X-rayed. The results determined that he had a broken tibia.

Henrico police then opened an investigation into Noah's injury. According to Hackney, the department eventually closed the case despite confirmation that her son was a victim of child abuse.
A month later, the CPS confirmed that Noah's case had caused or intended to cause "serious" harm to the child. However, authorities were unable to identify a culprit until Erin Strotman was arrested in December.
